LYNX is committed to opportunities for small, minority and woman-owned businesses to participate in LYNX contracts.

Disadvantaged Business Enterprise (DBE) Program

As a recipient of USDOT funding from the Federal Transit Administration (FTA), LYNX administers a DBE Program, in accordance with 49 CFR Part 26, to ensure nondiscrimination in the award of USDOT-assisted contracts and to create a level playing field on which certified DBEs can compete for those contracts.  While the DBE program includes fostering small business participation, only DBEs certified by the Florida Unified Certification Program are eligible to participate as DBEs. Certification of eligibility issued by Greater Orlando Aviation Authority, City of Orlando, Orange County or the National Minority Supplier Development Council will be accepted with evidence by a letter issued by the agency.

LYNX has established an overall DBE Program goal of 7.6% DBE participation, race conscience 5.6% & race neutral 2.0%, on USDOT funded projects for FY23, FY24, and FY25.

Small Business Enterprise Program

LYNX is committed to promote and foster small business participation in order to increase opportunities for small businesses to compete for procurements as prime contractors and subcontractors. During its normal course of business, LYNX utilizes small businesses in areas such as custodial, landscaping services, printing and items for small purchases.  Program participants will be required to establish eligibility through submittal of certification documentation to ensure your firm is 8A certified under 13 CFR 124.1002.

The DBE/Civil Rights Compliance Administrator has been designated as the DBE Liaison Officer.  In that capacity, the DEI/Civil Rights Compliance Administrator is responsible for implementing all aspects of the DBE Program.  Implementation of the DBE Program is afforded the same priority as compliance with all other legal obligations incurred by LYNX in its financial assistance agreements with the Department of Transportation.  The current DBE Liaison Officer is:  Amber Johnson at 407.254.6171.
